I came across this interesting blog post recently that summarises what ingredients a Tweet should have for maximum engagement. It even provides a 'cheat sheet' with best length, number of hashtags time of day etc.
Not sure if it works for every business, but it could be interesting to try out.

I read somewhere, I think it was actually Donut related that the link should be within the first 25% of the content. Click through increase subtancially.
There are a lot of blogs and resources out there about how to create a great headline where you can do some research on how to grab people's attention/interest - so I would recommend making a point of a) linking to High Quality and Valuable content, and b) tweeting an attention grabbing headline/intro to encourage people to click on your link.
